The RCGIM, or Réseau collectif de Gaspésie — Îles-de-la-Madeleine, is the group responsible for deploying the region’s main information highway for electronic communications and data management tools. As a collaborative body formed by regional and local authorities in all the relevant domains (including municipal government, academic institutions, and stakeholders in social, cultural and economic development), the RCGIM has around 280 separate sites plugged into its fiber-optic infrastructure. The territory of the Îles-de-la-Madeleine is connected to this network by the underwater cable system that links the mainland with the different islands: the COGIM (Câble Optique Gaspésie — ÎIes-de-la-Madeleine).

Mr. Auger holds a master’s degree in Public Administration (ENAP, Sainte-Foy) and a bachelor’s degree in Economics (Université du Québec à Trois-Rivières). The early period of his career as a public official, between 1979 and 1988, was spent as a manager and coordinator of hospital administration and medical services. The next period, from 1989 to 1998, was marked by his tenure of the director’s post at the Gaspé region’s CSST offices. On the tenth of August, 1998, he took on his current duties as Dean of the Cégep de la Gaspésie et des Îles. Innovative projects by which he has helped to advance the growth of the college and its region include promoting wind turbine research, overseeing the deployment of the RCGIM (and its investment of 18 million dollars), establishing his CEGEP as an exclusive provider of Adventure Tourism studies, and setting up the Collegia consortium for vocational development.
